mParivahan is the official mobile application of India's Ministry of Road Transport and Highways (MoRTH), built by the National Informatics Centre (NIC). It brings the Parivahan Sewa portal to Android and iOS — and most importantly, it can hold a digital RC and driving licence on your phone that are legally valid in place of the physical documents. What the app can do

  • Digital RC and DL — stored via DigiLocker; legally valid for traffic police checks under the Motor Vehicles Act 2019 amendments

How to set it up

  1. Download "mParivahan" from Google Play or the Apple App Store — verify the publisher is NIC / Government of India.
  2. Register with your mobile number and verify via OTP; no email is needed for basic registration.
  3. Add your vehicle by registration number, or your DL with the DL number and date of birth — details are fetched from the VAHAN and Sarathi databases.
  4. Open My Documents and tap "Get Digital RC" or "Get Digital DL" to link DigiLocker; the linked document is the legally valid one.
  5. Use Vehicle Search and eChallan immediately — these features work even before you link your own vehicle.

Is the digital RC really valid?

Yes. Under the Central Motor Vehicles (Amendment) Rules, 2019, documents presented through the official mParivahan app or DigiLocker are legally valid, and traffic police are required to accept them. Screenshots or copies stored elsewhere are not valid — the document must be opened inside the official app or DigiLocker.

Limits and gotchas

Linked documents can be viewed offline, but vehicle search, challan check and payments need an internet connection since they query live government databases. If the app shows outdated details — an old address, or insurance that looks lapsed after you have renewed it — the source record in VAHAN is behind; corrections happen at your issuing RTO, and the app reflects the fix within a day or two.
